New Delhi | Updated: November 27, 2024: The University Grants Commission (UGC) has issued a stern reminder to higher education institutions across India to implement its dual degree program guidelines, highlighting ongoing challenges faced by students attempting to pursue two academic courses simultaneously.
UGC Takes Action on Implementation Delays
UGC Secretary Manish R. Joshi has expressed significant concern over the widespread non-compliance with the dual course guidelines, which were introduced in April 2022 as part of the National Education Policy (NEP) initiatives. Despite multiple reminders over the past two years, many universities continue to create obstacles for students seeking to enroll in two programs simultaneously.
The primary barrier identified by the UGC involves universities demanding migration certificates and school leaving certificates for admission to second courses. “These requirements directly contradict the spirit of our guidelines and create unnecessary hurdles for students,” Joshi stated in the latest circular.
Path Forward for Universities
The Commission has directed Higher Educational Institutions (HEIs) to:
- Establish clear mechanisms through their statutory bodies
- Remove documentary barriers for dual course enrollment
- Create simplified admission procedures for second course registration
- Align their policies with NEP objectives
